Prior to The NIC, Matthew served as Vice President and Director of Financial Advisory at Plenary Americas, where he led the origination and execution of infrastructure developments across North America. He managed the full lifecycle of projects during the bidding and pre-development phases, guiding them through to Financial Close before transitioning delivery responsibilities to the asset management team.

For each transaction, Matt managed capital formation strategies, including the structuring of senior debt, hedging arrangements, mezzanine financing, and equity investment.

Prior to joining Plenary, Matthew worked in capital formation for UK growth companies and served in the Monetary Policy Division at the Bank of Canada.

Matthew holds a Master’s degree in Financial Engineering from the London School of Economics.
